Working for the Federal Government is a civil duty and a privilege. I believe management needs to be rotated so not to develop to much control and abuse of power. The Chief of Staff, Senior Business officer, Chief Director and Senior Executive should not be in the same directoriate/location for more than 5-7 years they can be in the same agency but rotate throughout the agency (unless there is need to have them relocated). By remaining in the same position/location for a long time corruption known as the good old boys club (to include females) stove piping, favoritism base on the long 20 year friendship etc. starts to surface. This process will also allow for cross exposure into each directoriate.
