Restructure/Re-alignment

Working for the Federal Government is a civil duty and a privilege. I believe management needs to be rotated so not to develop to much control and abuse of power. The Chief of Staff, Senior Business officer, Chief Director and Senior Executive should not be in the same directoriate/location for more than 5-7 years they can be in the same agency but rotate throughout the agency (unless there is need to have them relocated). ...more »

Allow DAU Credentials for All

THE PROBLEM: While Defense Acquisition University 9DAU) allows anyone to access its courses, only priority and approved personnel gain credit for its classes. This slows down the training of acquisition recruits, costing taxpayers' money. GENERAL SOLUTION: Allow EVERYONE to gain credit for DAU classes. This gives the opportunity for college students and the unemployed to train before being hired, speeding up training. ...more »

Prepare & Fortify Power Grid for National Security

Prepare & Fortify National Security: for an inevitable Electromagnetic Pulse (EMP), both natural and man made are deemed likely. One man made device over the center of the USA and detonated near 100-200 miles high, will cripple the USA - coast to coast, and most of the urban areas of Canada and Mexico in an instant. It could take decades to repair our way out of such an event. Within two days there would be no food ...more »

Protect soldier safety by buying American.

We are at the mercy now of foreign countries who manufacture a growing amount of our military goods. For example, many parts of our communications equipment are now manufactured in Taiwan and similar countries. What happens if we find ourselves at odds with that country. They could cripple the military by withholding parts. What could we do if we can not maintain communications? I know that this practice allows for defense ...more »

Standing User Experience & Design Resources for DoD Web Pilots

Federal web pilot projects (both internal and external) consistently are undermined by usability and design shortcomings. The reason for this is because few program managers have access to standing, cost-effective user experience and design resources within their organizations. They therefore need to contract out vendors who specialize in the practice. However, owing to their small budgets and the bureaucracy of federal ...more »

Having an Open DoD Architecture for Collaborative Engagement

For citizens, industry, other Agencies and even those internal to DoD to engage and share ideas that are more informed and relevant, it would be helpful to them to understand the architecture of the DoD enterprise, at least at a high-level. This would include such knowledge as the key DoD strategic drivers, goals, initiatives, processes, services, technologies, etc. If this knowledge was shared more openly, as much ...more »

Hub & Spoke DFARS/FAR

Hubbing & spoking works like mind maps (think http://mind42.com) with terms in each little box branching off to spokes. Inside each hub and spoke is a hyperlink that will take you to a specific part of the FAR. Other examples of this are: - Music Map - http://Music-map.com - Musicovery - http://Musicovery.com - Hub and Spoke - http://en.wikipedia.org/wiki/Hub_and_spoke Essentially, this is another way to ...more »

Battlefield of resources and failed(ing) states.

A possible solution lies in the resource grabbing initiative currently being lead by several Chinese state owned mining companies. As a result of rapidly growing demand from the South and East Asian economies, considered by some developmental economists as a ‘growth miracles,’ commodity prices have been raised to levels which have previously never been seen. The Chinese solution is to mine for more raw materials abroad ...more »

Change Federal Budgeting Process to Eliminate End of Year Money

I have been working for the DoD in one capacity or another for 6 years now. In every organization I've been in, there has always been "End of Year" fallout money with a directive from higher up to "spend it!". End of year money is a use or lose situation for organizations. As I understand it, many (most?) organizations have budgetary needs that change from year to year. In order to meet those needs, organizations ...more »

Cloud Computing Forensic Guidelines

Please use Cloud computing behind DoD firewalls (and for no sensitive data), while helping to define the proper procedures and applications for forensic investigations and the development of a secure infrastructure within this new paradigm. There is no standard, business best practices or NIST SPs that can be use as a guideline for forensics. DoD is the agency that can do the push and can demand from the private sector ...more »
