I am not a chemist, but could you make a hat for the war zone press corps that could fluoresce when hit by a laser sight? They'd be hard to duplicate. You could make a pattern to verify the authenticity. They would help decrease errors.

During peaceful conditions, you could train the whales to SLOWLY get away from your naval training routes, by pairing alternate signals to the noise buoys. The whales could learn a "safe" sound and a "danger looms" sound, more easily than we can learn to speak whale! DoD needs to go green and save a bundle of money in the process. Such a huge agency moving away from Outlook and desktop-based software and communications will enable centralized customer support and... SIMPLIFY THE SYSTEM.
There are other things that could be tied in, like MilBook and MilWiki...but adoption will be limited until cloud computing is the norm! Make the switch soon!

I wonder what the cost benefit analysis would say about a compensation package that eliminated the 20 year retirement but paid soldiers a competitive wage. My understanding is that a soldier of 20 years receives 50 percent of his pay for life. So a 38 year old E-6 with 20 years would earn 1700 a month. Issue the individual a Charge Card with his/her annual uniform allowance on it that can only be used at the NEX uniform shop or the online Uniform Shop. Basicially, all that can be purchased with the card is uniform items. If it is the wrong size or has to be returned for any reason, it is refunded as a credit to the card. Money not used is recovered.
