First of all, all contracts should be open to all potential war contractors and no bid contracts should never be allowed. Secondly, contractors such as Haliburton, should be held accountable for poisoning soldiers and killing soldiers even if it was an accident- your agency hired the worst, most negligent company available. A pilot project to build a next-gen Dept of Defense portal for the Federal Community Cloud. The idea is to build a suite of opensocial portals, one at each Federal Agency, based on The Open Stack that will enable communication with all opensocial partners.
For citizens, industry, other Agencies and even those internal to DoD to engage and share ideas that are more informed and relevant, it would be helpful to them to understand the architecture of the DoD enterprise, at least at a high-level. DoD should publish a machine readable data set on Data.Gov outlining suicides and suicide attempts for individuals who were serving as active duty or reserve military personnel at the time of the incident. I applaud the DOD posting the FOIA request log, but rather than delivering the requested information only to the requester, make the full content available on open.gov
All of the military services have some type of IT APL (Approved Products List) and a way to implement non-APL software or systems - usually set forth in a Networthiness Implementation Plan. All of the services are also required to insure that IT products have been certified and accredited.
